Heather Higginbottom

Heather Higginbottom is President of the JPMorgan Chase PolicyCenter, which develops and advances sustainable, evidence-based policy solutions to drive inclusive economic growth in the U.S. and around the world. Prior to joining JPMorgan Chase, Heather served as Chief Operating Officer of CARE USA. Heather served as Deputy Secretary of State for Management & Resources for the United States State Department from 2013-2017.  In the White House, Heather served as Deputy Director of the Office of Management and Budget, functioning as chief operating officer and a principal architect of the federal budget, and as Deputy Assistant to the President and Deputy Director of the Domestic Policy Council.  Heather has held senior positions on Capitol Hill and led policy development in two presidential campaigns. Heather holds a B.A. in Political Science from the University of Rochester and a master’s degree in Public Policy from the George Washington University. Heather serves on the Boards of Directors of Girl Scouts of the USA and the U.S. Soccer Foundation.  

Suzanne Nossel

Suzanne Nossel is Chief Executive Officer at PEN America and author of Dare to Speak: Defending Free Speech for All. Prior to joining PEN America, she served as the Chief Operating Officer of Human Rights Watch and as Executive Director of Amnesty International USA. She has served in the Obama Administration as Deputy Assistant Secretary of State for International Organizations, leading US engagement in the UN and multilateral institutions on human right issues, and in the Clinton Administration as Deputy to the US Ambassador for UN Management and Reform. Nossel coined the term “Smart Power,” which was the title of a 2004 article she published in Foreign Affairs Magazine and later became the theme of Secretary of State Hillary Clinton’s tenure in office. She is a featured columnist for Foreign Policy magazine and has published op-eds in The New York Times, Washington Post, and LA Times, as well as scholarly articles in Foreign Affairs, Dissent, and Democracy, among others. Nossel serves on the Board of Directors of the Tides Foundation. She is a former senior fellow at the Century Foundation, the Center for American Progress, and the Council on Foreign Relations. Nossel is a magna cum laude graduate of both Harvard College and Harvard Law School.

Catherine Powell

Catherine Powell is a Professor at Fordham Law School, and Council on Foreign Relations Adjunct Senior Fellow. Professor Powell’s prior experience includes stints in President Barack Obama’s White House NSC and Secretary of State Hillary Clinton's Policy Planning Office. She has coined the terms Color of Covid (CNN op-ed) and Gender of Covid (Think Global Health). As an Executive Council member of the American Society of International Law (ASIL), Powell is co-chair of the Blacks in ASIL (BASIL) Task Force. Previously, she was on the Columbia Law School faculty as founding director of the Human Rights Institute & Clinic. After clerking in the Southern District of New York, she was a litigator with the NAACP LDF. Powell is a graduate of Yale College, Yale Law School, and Princeton’s School of Public and International Affairs (master’s degree). She was also a post-graduate fellow at Harvard Law School.

Tressa Guenov: Moderator

Tressa Guenov serves in the Policy and Strategic Engagement Group in Lockheed Martin Government Affairs, where she leads strategic outreach, analysis and coordination on a range of defense, technology, intelligence and industrial base policy issues. Tressa previously served in the Pentagon as Acting Assistant Secretary of Defense for Legislative Affairs from 2016-2017 and as the Principal Deputy Assistant Secretary of Defense for Legislative Affairs from 2015-2016. In those roles she was responsible for the full range of congressional issues and interactions between the Department of Defense and Congress. From 2011-2015, Tressa was a professional staff member on the Senate Select Committee on Intelligence and committee designee for Senator Barbara Mikulski, assisting her in her SSCI role and her capacity as Senate Appropriations Committee chair/vice chairwoman. She also served as the committee co-lead on Middle East issues. From 2009-2011 she was the Legislative Assistant for National Security Affairs for Senator Claire McCaskill, whom she supported in her role as chair of the Subcommittee on Readiness and Management support on the Senate Armed Services Committee. Tressa holds masters degrees from Oxford University (St. Antony’s College) and Washington University in St. Louis and a BA (summa cum laude, Phi Beta Kappa) from the University of Oregon.
